UK Investor Visa Proposal: Financing a Home After Relocation
Market Intelligence · 17 October 2026

Moving to Britain Involves More Than Funding the Home

Consider investment commitments, overseas income and family liquidity alongside the UK property purchase.

The UK May Bring Back an Investor Visa, But Buying a Home Is a Separate Financial Decision

A reported investor-visa proposal raises a practical question for international families: how much capital should go into the British home when businesses, investments and future commitments also need funding?

A wealthy entrepreneur moving to Britain may have millions available and still have good reasons to investigate a mortgage. Capital committed to business investment cannot simultaneously fund the family home. Bloomberg’s report that the Chancellor is considering a new investor visa brings that distinction into focus, although no new route or investment threshold has been confirmed.

Lucy White’s 16 October report says Chancellor John Healey is weighing a residency route for wealthy foreign investors ahead of this month’s Budget. It describes a policy under consideration, rather than an invitation to apply.

For an internationally mobile family, the potential attraction of Britain does not settle the property-finance decision. Their income may remain overseas, their investments may be spread across jurisdictions and their UK residence arrangements may still be developing.

The useful question is how to fund the move without committing the same capital to several purposes. That discussion can begin before a property is selected, using the rules and lending options available today.

What Is Confirmed and What Is Still a Proposal?

Bloomberg reports that a new investor route is being considered. Separately, IPPR has proposed a British Business Investment Visa involving £5m of investment through a vehicle overseen by the British Business Bank.

IPPR’s model envisages £3m upfront, £1m after two and a half years and £1m after five years. Those are the think tank’s proposed terms, not an agreed government threshold or timetable.

The Investment and the Home Need Separate Budgets

An investment programme and a personal residence serve different purposes. There is no confirmed new visa rule under which buying a family home counts towards a qualifying investment.

Any eventual route would need to be assessed against its actual rules. Until then, a buyer should not assume that a property deposit, mortgage repayment or purchase price satisfies an immigration investment condition.

The cash plan also needs to distinguish money available today from future commitments. A staged investment may not require the full amount immediately, but future payments still belong in the family’s liquidity forecast.

That is particularly relevant where capital is being released from a business, investments are difficult to sell quickly or the family intends to fund further acquisitions after relocating.

What a £3m Home Could Mean for Available Capital

Consider a hypothetical entrepreneur relocating from Singapore with £10m of available personal cash. They choose to reserve £5m for business investment and are considering a £3m London family home.

This is a planning assumption, not a statement that any visa requires £5m to be paid or locked up on arrival. The investment reserve is kept separate simply to avoid spending money already earmarked for another purpose.

A cash purchase would leave £2m outside the reserve before tax and acquisition costs. A £1.5m mortgage would leave £3.5m, while a £2m mortgage would leave £4m.

Hypothetical comparison: £10m initial cash, £5m reserved for investment and a £3m home. Acquisition costs and all other commitments are excluded. No loan approval is assumed.
Measure Cash Purchase £1.5m Mortgage £2m Mortgage
Cash used for purchase price £3m £1.5m £1m
Mortgage as percentage of purchase price 0% 50% Approximately 66.7%
Cash left outside investment reserve, before costs £2m £3.5m £4m
Illustrative annual interest at 5.5%, interest-only £0 £82,500 £110,000

The borrowing preserves cash but introduces interest, fees and repayment obligations. Retaining £2m by borrowing £2m does not create an extra £2m of wealth: there is a matching debt secured on the home.

At the hypothetical 5.5% rate, the £2m loan costs about £9,167 a month in interest alone. Capital remains outstanding and needs an acceptable repayment plan. A repayment mortgage would have a different payment profile.

The right choice depends on the family’s objectives and risk tolerance, alongside lender eligibility. Investment returns are uncertain, so they should not be treated as guaranteed to exceed mortgage costs.

A Visa Decision Does Not Decide the Mortgage

Immigration permission answers whether someone may live in the UK under the relevant conditions. A lender separately decides whether it accepts the borrower, income, deposit and property.

Foreign nationality, current country of residence, time in the UK and immigration permission can all affect the available lending route. They are related facts, not interchangeable labels.

Existing lending already accommodates some recent arrivals. HSBC’s published foreign-national guidance, for example, provides routes for certain applicants who have lived in the UK for less than twelve months, subject to additional criteria and documentation.

That is an example of current policy, not confirmation that HSBC or any other lender would accept a future investor visa. If a new route is introduced, lenders would need to establish how it fits their criteria.

Explain the Income That Will Continue After the Move

An entrepreneur’s historic income may combine salary, dividends and distributions from several companies. The relevant mortgage question is what the lender can accept and verify, including after relocation.

If the owner will stop drawing a salary, change their role or restructure the business, the application should explain that. Historic earnings do not necessarily describe the income available to service a new UK mortgage.

Prepare the relevant accounts, personal tax records, bank statements and evidence of ownership or remuneration. Ask which documents, periods and translations the chosen lender requires rather than assuming one overseas tax return settles everything.

Substantial business value can support the wider picture while remaining distinct from accessible personal cash or accepted income. Where an asset-based or private-bank approach is being considered, establish the actual terms, asset requirements and costs.

Foreign Currency Adds Another Moving Part

A sterling mortgage funded from income in another currency introduces exchange-rate exposure. Even if the sterling payment is unchanged, its cost in the income currency can increase.

For illustration, if one unit of the foreign currency buys 10% fewer pounds, the same sterling payment requires approximately 11.1% more foreign currency. The movement in the payment burden is not always the same percentage as the exchange-rate change.

Lenders differ in the currencies and income sources they accept and how they assess them. Confirm the approach before converting a foreign income figure into an assumed borrowing capacity.

The purchase deposit also needs a transfer plan. Timing, conversion costs and the route from the source account to completion should be understood alongside the legal checks.

Keep Source of Wealth and Source of Funds Distinct

The SRA distinguishes how a person accumulated their wealth from the origin of the money used for a particular transaction. A family may be wealthy because of a business sale, while the deposit comes from a different investment account.

The evidence should connect the relevant events and transfers. Sale agreements, distribution records and account statements may help explain the chain, depending on the circumstances and the professional’s requirements.

The previous Tier 1 Investor route closed to new applicants on 17 February 2022 amid security and illicit-finance concerns, according to the Home Office. That history reinforces the importance of accurate evidence, without establishing the checks any future route would adopt.

Checks undertaken for immigration, banking and conveyancing may have different purposes. Completing one process should not be assumed to satisfy every other organisation.

Immigration Status and Property Tax Use Different Tests

HMRC states that visa status and the right to reside do not determine residence for the SDLT non-resident surcharge. Its transaction-specific residence tests apply separately.

For relevant residential purchases in England and Northern Ireland, the surcharge is two percentage points above the otherwise applicable rates. On a £3m purchase, that would add £60,000 if it applies, before considering other relevant rules or reliefs.

A solicitor or tax adviser should calculate the full acquisition liability, including any additional-property rules and whether a later refund may be available. Scotland and Wales use different property transaction taxes.

Likewise, do not build the financing plan around unconfirmed tax concessions associated with a possible visa. The family’s after-tax income, investment structure and available cash need advice under the rules actually applying to them.

Coordinate the Move Before Committing to the Purchase

Set out the intended immigration application, investment commitments, property search and purchase date on one timeline. Identify which decisions are confirmed and which depend on advice, approval or future policy.

A rental period may give some families time to settle their location and financing arrangements. Others may have a suitable purchase route before arrival. Neither should be assumed appropriate without checking the circumstances.

Willow can review the borrowing requirement, income jurisdictions, available deposit, ownership intentions and future commitments. Immigration lawyers determine the residence route; tax and legal advisers address their respective questions.

A new visa could create another reason for international families to consider Britain. Whether or not it materialises, the property decision benefits from an early assessment of what the family can borrow, what capital remains available and what the mortgage will cost.

Frequently Asked Questions

Investor-visa proposals, international mortgages and relocation planning.

Has the UK introduced a new investor visa?

No new route is confirmed in the reporting discussed here. Bloomberg reported on 16 October that a route was being considered. IPPR’s £5m model is a proposal, not an agreed government investment threshold.

Would buying a UK home count as the required investment?

There are no confirmed new rules establishing that. Do not assume a personal home purchase would qualify. Any future route must be assessed against its published investment requirements by a qualified immigration adviser.

Can foreign nationals get a UK mortgage before building a long UK history?

Some existing lender policies accommodate eligible recent arrivals or overseas applicants. Availability depends on nationality, residence, immigration permission, accepted income, deposit, credit evidence and the property. A future visa would not automatically confer eligibility.

Does a UK visa remove the non-resident SDLT surcharge?

No. HMRC applies separate SDLT residence tests. Visa status does not itself determine whether the surcharge applies. Ask your solicitor or tax adviser to assess the transaction and any possible refund.

What should an international relocation finance review cover?

Include the proposed property, borrowing requirement, current and expected residence, overseas income, assets, deposit source, business interests and future capital commitments. Coordinate the mortgage assessment with immigration, tax and legal advice.

Important Notice

This article provides general information, not a personal mortgage recommendation or immigration, tax, legal or investment advice. Published on 17 October 2026.

Bloomberg’s 16 October report concerns a possible investor route under consideration. No new visa, final investment threshold, eligibility criteria or associated tax treatment is confirmed here. IPPR’s model is a separate policy proposal, not government rules or an available immigration product.

The cash and mortgage examples are hypothetical and assume £10m of available personal cash, a separately reserved £5m investment allocation and a £3m home. They exclude acquisition taxes, transaction costs, mortgage fees, investment returns and all other commitments. The investment reserve is not an assumed upfront visa payment.

The 5.5% interest-only rate is illustrative, not a quotation. Capital remains repayable and lender acceptance of a repayment strategy is required. Borrowing to retain investment capital introduces costs and risk; returns are not guaranteed.

The exchange-rate example assumes one unit of the income currency buys 10% fewer pounds. The £60,000 SDLT illustration concerns only the 2% non-resident surcharge on a £3m purchase where applicable, not the total tax liability.

Lender requirements and immigration, tax-residence and SDLT-residence tests are separate. HSBC’s published policies illustrate existing lending and do not confirm acceptance of any proposed visa. Obtain advice on the actual jurisdictions, ownership and circumstances before committing.

Your property may be repossessed if you do not keep up repayments on your mortgage or any other debt secured on it.
